The maximum clock frequency on LCD-CLKIN is not specified from NXP on LPC2478/LPC3250.
It is however important to calculate the databus bandwidth needed on the external memory bus (for feeding pixel data to the LCD controller in the chip). NXP has created an Excel-sheet (available from their website) for calculating this.
Embedded Artists has experimented with clock frequencies up to 36MHz, which seems to be an upper, practical limit.
